The report revealed that, for the first time, a complex cascade of generation shutdowns combined with voltage surges triggered the widespread outage. It identified overvoltage as the immediate cause of the blackout, while the underlying reasons for some initial power generation failures remain unclear.
Recognizing how quickly the events occurred, the report noted that multiple incidents happened in a brief timeframe, complicating efforts to determine the exact sequence of the blackout.
ENTSO-E confirmed that a comprehensive final report is scheduled for release in the first quarter of 2026, which will be submitted to the European Commission and member states. This detailed analysis will cover the root causes of the blackout, evaluate system and generator performance, propose mitigation strategies, and examine the broader context leading to the event.
Following the April 28 blackout—which plunged large swaths of Spain, Portugal, and briefly southwestern France into darkness for almost a full day, severely disrupting internet, telephone, and transportation services—the Spanish government ruled out any cyberattack involvement in June.
The ENTSO-E preliminary findings underscore the urgency for a deeper understanding of this unprecedented blackout to prevent future occurrences.
